Assistant City Manager, CFO/Treasurer

Edward Enriquez is the Assistant City Manager/Chief Financial Officer and Treasurer for the City of Riverside. Since 2018, he has overseen the City's $1.5 billion budget, $2.0 billion debt portfolio and $1.1 billion investment portfolio. Edward has extensive experience in financial management, including debt funding, cash forecasting, internal controls, and public reporting. He led the issuance of a $432 million pension obligation bond, projected to save the City $170 million. Edward holds a Bachelor of Science in Accounting from the University of Southern California.

Kristie Thomas is the Finance Director and Assistant Chief Financial Officer for the City of Riverside. With over 30 years of experience in public sector finance, she oversees the City's financial operations, guiding strategic financial planning and executive decision-making. Kristie plays a key role in developing the City's $1.5 billion annual budget and financing strategies, ensuring prudent fiscal management and long-term sustainability. She holds a Bachelor of Science in Business Administration and Management from Cal State San Bernardino and maintains an active CPA license.

Deputy Finance Director

Sergio Aguilar is the Deputy Finance Director for the City of Riverside. He currently oversees the City's Budget, Debt and Treasury, and Risk Management Divisions. With over 15 years of experience in government administration, budgeting, and finance, he has worked at the federal, state and local levels. Sergio holds a Bachelor of Arts in Political Science from Cal Poly Pomona and a Master of Public Policy and Administration from Sacramento State University.

Meline Carranza has more than 12 years of experience in both public and private finance. Since October 2023, she has served as Riverside's Debt and Treasury Manager, overseeing the City's centralized debt management program. Previously, she worked for nearly six years as the lead portfolio manager in the County of Orange Treasurer's Office. Meline holds a Bachelor of Arts in English from the University of California, Irvine and a Masters of Business Administration with a concentration in finance from California State University, Dominguez Hills.

Principal Management Analyst

Karen Hessell serves as the Principal Management Analyst for the City of Riverside's Debt and Treasury Division. Her responsibilities include budgeting, reporting, and administering the City's Pension Obligation Bonds, Lease Revenue Bonds, Enterprise Department Bonds, Special District Bonds, Certificates of Participation and Private Placement loans. Karen holds a Bachelor of Arts in Business Administration and a Master in Public Administration from California Baptist University.

Senior Financial Analyst

Jessica Jacquez serves as a Senior Financial Analyst in the City of Riverside's Debt and Treasury Division. Her responsibilities include compliance, reporting and administering debt related to the City's Lease Revenue Bonds, Pension Obligation Bonds, Certificates of Participation, Enterprise Department Bonds, and debt issuances for Community Facilities Districts. Jessica holds a Bachelor of Arts in Business Administration and Management from Whittier College.
